In Germany, although some universities have a better reputation internationally e.g. TUM, RWTH, KIT and other TUs but this does not mean that they are way better than other universities. The quality of education is not very different and once you are in the field it also does not matter much if you have studied from TU Munich or from some XYZ university. If your profile is suited and fulfills the requirements then you will have as much of a chance as anybody else.
My advice,
Instead of focusing on the “best/top” university, try to find a program that suits you and you think will add the most value to your profile.

University of Kassel
Hamburg University of Applied Sciences
University of Stuttgart
Kiel University
University of Gottingen
All universities in Germany are equally good. The reputation of the university is identified based on how old is the university. Quality of education at the university is the same across Germany. So, I advise you to try to find a program that suits you not vice versa.
